On behalf of the senior management at PAR North America we come to you today with an important request. As you know, a growing number of lenders are requiring that repossession agents are certified through an approved accreditation program. Consequently, we must require the same from all PAR approved agents. Currently PAR has approved the RISC-CARS http://www.riscus.com/education.aspx certification program. We recognize that most of the PAR agent network is already certified. Going forward, however, we must require that all agents provide proof of certification before January 1, 2012. Professional certification is a good thing! Let me tell you how I know.

Almost six years ago my company was sued by a debtor alleging "negligent hiring". This allegation has become a huge issue across the country for collateral recovery specialists. During the trial hearing, our attorney presented the court with a copy of the C.A.R.S. National Certification program as proof of our Professional competency to service self-help repossession assignments.

I am very happy to report that the allegations of "negligent hiring" were dismissed by the court due to our field agent's C.A.R.S. certification. My entire staff is now C.A.R.S. certified and I highly recommend this program for those in the collateral recovery profession. It works!

As a result of the court dismissing the negligent hiring claim due our staff's certification through the C.A.R.S. program I began to learn more about RISC which is the organization that offers the C.A.R.S. program. I found that RISC offers numerous additional benefits and I am happy to report that I have applied, and have been accepted as a RISC Agent Alliance Member.

With more than 11,000 law suits filed in 2011, many of them involving the self-help repossession process I believe it is of the utmost importance that we in the industry make the effort to reduce the risks associated with our industry and there is no question that professional certification will be an invaluable tool in this effort.
